Those might be painted by the owners. There are many manufacturers who would 
(maybe still do) make your car payments if you allowed them to paint your car 
to advertise their products. Seen a few on the road, mostly Beetles. I think it 
must not have paid companies to do it, as I believe it has gone away.

More cost effective to pay urban bus companies for a 'Wrap' ad.
