John, I had that same thought myself, but my photo of Riomaggiore does have 
some sort of
sea wall in front of it, so I couldn't be sure.

First thing is it's not Riomaggiore, it's Manarola.

They had some kind of extreme severe flooding there last fall & have been doing 
a lot of
repairs. Could be freshly painted.
