It's pretty much the same here. No obligation to carry and produce ID (unless 
you're driving a car). However if you don't comply with a police request they 
know how to make your life difficult.

While we do not live in a legal police state it can be frighteningly close to a 
de facto police state.

My usual caveat applies insofar as the vast majority of cops are terrific 
people doing an extremely difficult job. A very few bad apples can ruin it for 
everyone.

No, you are not. Although it's generally wise to comply with a police request 
to show ID. If you refuse, they can usually figure out some other way to make 
life miserable for you.
