We just returned from a 90 day cruise, never once used a model release. Off the ship I asked permission to photograph, particularly in Muslim countries such as Indonesia, Egypt and Tunisia. For general crowd shots no big deal. On the ship I didn't ask because they asked me to take the photo, e.g. the knitting group. In Tangier is the only place I really noticed women hiding their faces, expecting tourists to photo them. Which is why I always ask first when doing a shot of a single person/ close-ups.
There was a professional photographer passenger as well, didn't see any model releases there either.
