Any idea where the user preferences are stored? I doubt that's the issue because I have both 32-bit and 64-bit versions of Photoshop installed and they both show the same problem even though their user preferences are clearly independent. I tried the 32-bit version and all its preferences are at the installed defaults yet it still exhibits the same symptoms.
