I also thought that they had to register the stuff with the police!  
They're supposed to in Toronto, but maybe it's a Toronto-only thing.

You should have that guy shut down, especially for telling you they 
didn't have the stuff when they did.  Place a complaint with the local 
police or the RCMP, I'm sure that they'd be glad to help, especially if 
the shop has done it before (which seems likely).
