I think you're about a block too far back. It looks like you were
between Front St & York St.

I think you need to be between Water St & Front St to be able to frame
the Empire State Building inside the bridge supports the way the
photographer in Dan's found image did. To get the angle right, you'd
have to be standing out in the street, down near the front of those
school buses.
