And now the bad news. You can safely ignore it. It's an invoice, not a fine, and the legally agreed limit is recompense for any time you used filling the space which could have been sold to another user. As you actually had a ticket for the time used, it's doubly irrelevant.
The only ones you actually have to pay are the local authority fines, which are enforcements notices of local laws.
