And now the bad news. You can safely ignore it.  It's an invoice, not a fine,
and the legally agreed limit is recompense for any time you used filling the
space which could have been sold to another user.  As you actually had a ticket
for the time used, it's doubly irrelevant.  

The only ones you actually have to pay are the local authority fines, which are
enforcements notices of local laws.  You can end up in prison for ignoring
those.
