The quickest, easiest solution is to contact the infringer's web host

The guy at firebaseapp.com isn't actually the one offering the
download — he's just linking to a site called Livrobook.xyz

That page looks highly suspect to me. Those testimonials at the bottom

urareplay.com (208.99.69.204), which appears to be the actual
infringer, is hosted by Reflected Networks, Inc., whose abuse address
is ab...@reflected.net
I think ab...@reflected.net is where you need to start.
BTW: www.urareplay.com looks VERY sketchy. Sign-up links to
fungerund.com which says you can sign up for FREE but they want your
full credit card information to "validate your account". Yeah, right.
