first i'd try holding shift as it boots, until after the Apple logo appears — this will disable third party extensions that may be causing it to hang on boot
to boot an iBook G4 from an external drive, the installed OS version will have to be no later than OS X 10.5 (10.4 for some earlier models); the original install DVD should also be able to boot it
