What happened to instagram?

We discussed earlier the best way to upload photo's from the PC to 
instagram.
There is now a new layout of instagram on my mobile from where I see no 
possibility to upload.
From the browser in developer mode (Chrome) also it doesn't work, so 
probably they want to limit the content only to phone pics.
