When I was at the Olympics in Montreal in 1976 (as a spectator!), I met people from around the world (what a wonderful experience...), many of whom spoke English beautifully, even though it wasn't their first language.
I asked some youth from the Netherlands why so many Europeans spoke English so well. I was told that (in the Netherlands at least), everyone learned English at school, and by the time they graduated from high school, they were expected to learn a third language, which had to be one from a European country which bordered the Netherlands.
