You must have missed the "QFP44" footprint that is included in the Protel98 default library. If it doesn't suit you, you have two more options: 1. Use the library editor to make a footprint - it will take you less than 10 minutes; or 2. Use the library editor to edit the QFP44 footprint to your liking.
