i solved it by pasting into a new blank pcb
but of course i lost a lot of stuff
so after you wrote i chased this a little more
i too had cleared all nets (which doesn't work)
then i just assigned the planes to no net and bingo, they stayed gone
just as you say
you don't have to re-add those nets, just assign to no net
i can confirm that deleting all rules and classes has no effect
now the sad part ...
having gone through all this my memory suddenly woke up and i remembered
do that 'no net' business a while back
it seemed obvious at that time

Moral: Disassociate your planes from a net, delete the planes from the
layerstack, then delete all your nets.

I've got a board which started life as a 4 layer
now am using for outline template, design rules and some other details
but it will be a 2 layer
after i delete all the primitives on the power planes the Layer Stack
manager allows me to delete the planes, says 'confirm delete?', the
planes disappear from the stack up and i say 'OK'
now on the Document Options Layers dialog the planes are still listed
and if i reopen the Layer Stack manager it shows them back in place again !
how do i get rid of these layers?
they just keep coming back!
