Dennis,
        This is so funny, I had exactly the same thing happen to me yesterday 
afternoon. Precisely the same problem. I just gave up, so I have two plane 
layers listed on my layer screen, so what. Sorry didn't find a solution myself. 
In my case it was on a board originally imported from PADs, so I thought it 
could be an aberration of the import process.

        Eureka, found my problem. I decided to look a little further since you 
were experiencing the same problem Dennis. What struck me as funny was that the 
two planes listed a net association even though all nets had been deleted from 
the design. I re-added those two nets, disassociated the planes from those nets 
to "No Net", then I could delete the planes from the layer stack and they 
stayed deleted. In the process I had also gone through all of the DRC rules and 
removed anything associated with those planes but that alone hadn't fixed the 
problem.

        Moral: Disassociate your planes from a net, delete the planes from the 
layerstack, then delete all your nets.

I've got a board which started life as a 4 layer

now am using for outline template, design rules and some other details 
but it will be a 2 layer

after i delete all the primitives on the power planes the Layer Stack 
manager allows me to delete the planes, says 'confirm delete?', the 
planes disappear from the stack up and i say 'OK'

now on the Document Options Layers dialog the planes are still listed 
and if i reopen the Layer Stack manager it shows them back in place again !

how do i get rid of these layers?
they just keep coming back!
