Then you can do layer specific keepouts.
Draw a regular line (not a track) on the layer you want the keepout on
(thickness/width doesn't matter). Then edit the line and change it to a keepout
by selecting the small checkbox at the bottom of the properties window for that
line. Unfortunately changing the keepout status is not a globally supported
option, so you must do it manually for each line you use.

Since the keep out layer is not assigned to a specific copper layer what if
you want different keep out areas on the top layer and bottom layer?
