What version are you guys talking about? If it's the latest AD-SP4, you can place layer specific keepout tracks easily and not have to edit each one as Brad outlined below.

Then you can do layer specific keepouts. Draw a regular line (not a track) on the layer you want the keepout on (thickness/width doesn't matter). Then edit the line and change it to a keepout by selecting the small checkbox at the bottom of the properties window for that line. Unfortunately changing the keepout status is not a globally supported option, so you must do it manually for each line you use.
