I'm using cvsnt http://www.march-hare.com/cvspro/ While it's not trivial (and probably not desirable) to automatically update other user's sandboxes, it is easy with cvsnt to send out email notifications when certain files have been updated. Not sure about svn, though. Besides that, you probably could run nightly scheduled sandbox updates on the client machines that automatically get updates from the repository. But I wouldn't recommend this.
