Although I have not tried it, here's what I would do:
- delete netlist information (netlist manager - clear netlist)
- UNset the 'lock primitives' box on all components
- select all, then cut
- open the library editor and create a new, empty component
- select an appropriate mech layer
- paste all on current layer (edit - paste special)

This gives you the added advantage that afterwards, this 'template 
component' can be removed with 'edit - delete' and a mouseclick....
