The other method that could work as well is to import the former
top/bottom layer Gerbers to a mechanical layer. P99SE is particular about
importing Gerbers but in this case since the originals were Protel
generated, it should be accomplished without many difficulties.
We do this quite often for all layers of PCBs to determine where and
how precisely changes were incorporated to a board design revision.
