That is normally true in the case of post-Protel 99 SE versions. For
versions up until Protel 99 SE though, it is necessary to place "Split
Plane" polygons on Internal Plane layers in order to define regions on such
layers within which the Net property differs from the "default" Net property
for the layer concerned.
