Yes. That was part of it. The other part is the specific wording of the quote itself. Believe it or not, I have a sideline background in linguistics and I grew up with a mother who should have been an English teacher (but raised five kids and got degrees in Zoology and Psychology in her off time instead). The construction of the quoted phrase is suspect to me, as it has too much in common with the language used by ISO, which is all about management making generalistic plans that sound snappy to potential customers and investors, and too often too little about proving that they can or have actually implement(ed) the technical content in their promotional materials (internal or external). It boils down to subterfuge. The old snake-oil game. One which the Protel machine seems too good at (read their promos over the years and the broken or empty (see 3D modeler, circa P99SE) content they have actually delivered time and time again)
"See, we have this test plan, and therefore it is a feature" doesn't seem all that believe-able a claim to me. And in the end, that's all the quote really says. Perhaps a vague starting point, but vague starting points are like a college student's "cool" thoughts when high...they ain't called "pipe-dreams" for nothin'... No offense intended to anyone here...I get it, okay?...I'm just doing my job as a responsible engineer, "technologist", and all-around muck-raker. Not much happy-go-lucky left in a world where I see too many Neo-Roman con-artists making their fortunes off the world's future. This is one where I'm not getting off the high horse. I use it, and I'm not gonna stop, but I reserve the right to force thought beyond "civil obedience" to a mercantile operation that's been gulped by a holding company. Look at the board. Excpet for a couple, they're all wall-street.
