I've actually used goo gone ... rewash with deionized and a mild detergent 
afterwards...

I too have done many battery powered devices and you'd be surprised how 
assembly processes can affect Iq....


As to 32Khz circuits, years ago we were one of the first customers of the 
Rabbit line of uC's - after reporting issues with their low power 32K osc, they 
required that all 32K enabled designs be conformally coated - at least near the 
pins/components for the 32 watch xtals. 

Their app note went into the various types of conformals, one that was 
mentioned supposedly produced cyanide gas if reworked. I recall a meeting with 
one 
of the three-letter agencies where they were concerned with T.Tamper under the 
CCEVAL testing. I suggested they use this to ensure incapacitating any 
malicious individual trying to alter the PCB ;)
