I don't think Anyone is suggesting that Altium _Should_ use different layers 
when designing library components and will guess that either all of us or 
nearly all of us believe as you that they should be consistent with their use 
of layer assignments within Altium generated components. However, mistakes 
happen, and managers change rules along the way. Problem is, once they choose a 
certain method, customers using those components will scream bloody murder if 
Altium turns around and changes the existing parts to match the new method. 

This of course draws out a distinct flaw in the Altium/formerly Protel 
scientific model,(as evidenced by the enormous number of patches they've had to 
release before virtually every version since Protel EDA has been truly stable), 
ie, they don't think about a problem and then attack it, they simply respond to 
market force with marketing tools. Lots of lunches and bonuses and MS Project 
generated timelines for produckshun (though I'll guess that they go out of 
their way to avoid "MS" Project, opting for an in-house Borland "Projrectra" 
clone, <tongue-in-cheek, my Borland loving friends> and little or no cognitive 
listening to their technically astute advisors along the way.

Sometimes I wonder, (though I care less and less with time) are they deaf or 
just dumb?
