At the risk of stating the obvious, are the Library files concerned of a more 
recent version than Protel 99 SE?
 
You "should" be able to open any Library files which were created using any 
*earlier* versions (of Protel), but with the possible caveat that the 
footprints within them might require some tweaking afterwards (as alluded to 
within other recent contributions to this mailing list). But I still wouldn't 
be the slightest bit surprised if you encountered problems while trying to open 
any Library files which had been created using any more recent version instead; 
the format of such files probably would be of an "unexpected" nature to the Pcb 
Library server provided with Protel 99 SE.
