Not really. S&L dereg - and dereg in general - was a bipartisan 
project all along. The infamous Garn-St Germain act, the 1982 law 
which lifted restrictions on where S&Ls could invest their 
depositors' money, was named after a Utah Republican (Jake Garn) and 
a Rhode Island Democrat (Fernand St Germain).
