Slightly fuller defintion (BLS Handbook on Methods): "The institutional 
population . . . consists of inmates of penal and mental institutions, 
sanitariums, and homes for the aged, infirm, and needy."

If anyone is interested, the methodology book for the CPS would include more 
detail about who these "infirm" and "needy" are. Maybe people in "half-way-
houses" or residental drug treatment programs are among those 
considered "needy." I wonder if hospitals, of all various types, are included 
as having the "infirm" in them.
