- or at least is not hostile to it:

"It is no surprise either that the new Financial Services Authority has
chosen Canary War as its home, or that the legal profession has been among
those crowding into vacated city space. Regulation is one of the great
growth industries in financial services and, for those tasked with
demonstrating the required state of readiness, that growth has felt
exponential through to the formal launch of the FSA.

If the new body performs, well, it will reinforce Britain's reputation for
relatively high standards of business practice and customer protection. If
it fails - either to protect consumers or to provide an elegant fremwork
within which the industry can operate - the damage to UK competitiveness
could be enormous."
