Public Choice theory and Realist IR theory [with all their flaws] have performed brilliantly in both descriptive/prescriptive "functions" for the Repugs. That's why Waltz and his gang took out a full page piece in the NYT, they fear the consequences of the Bushies acting in a manner consistent with the descriptions of the Waltzian paradigm; the amoralism becomes a self-fulfilling prophecy.
