electors are not constitutionally bound to abide by popular vote,
however, since 1796 only fifteen electors have failed to support their
party's candidate...twenty-six states, representing 268 electoral votes,
have passed laws requiring electors to follow popular vote, supreme
court has declared such laws constitutional but has not said (to best
oof my knowledge) whether they are legally enforceable...   michael
