Louis Proyect asked: Why does the ruling class in the USA seem so 
incapable of acting in its own class interests?

Key question. It is a sign of the end of a mode of production. The 
exploiters can no longer use the labor of the exploited for a 
combination of their gain and general economic development. (The latter 
inevitably includes a share of prosperity for the masses.) Overall 
development stagnates, deteriorates, and entails more social destruction 
per dollar of private gain. The grab for profit takes on the atmosphere 
of "after me, the floods" (if that is an acceptable translation of the 
French).
