Anthony, In terms of asymmetric political power, one does wonder whether the Soviet Union could have raised Russia out of its dire 19th century agricultural poverty to an industrial power capable of defeating Nazi Germany with the "the inclusive institutions" that Acemoglu and Robinson champion given the multiple imperial threats that the Soviets faced. Robert C. Allen makes the argument that Soviet industrial strategy could have proceeded within the framework of the NEP, and without collectivization. Even if true, it's not clear that Acemoglu and Robinson would consider such an arrangement 'inclusive'. LR
