that's right. It's quite possible that the narcs and the narcos are in
league, perhaps without knowing it.[*]  If it lets cocaine into the US
(perhaps as part of a medicalization scheme), the DEA loses its raison
d'être -- not knowing that it's maintaining profitability for the
narcos. Of course, those profits keep the narcos at it, trying to get
into the US.
