Louis is always interested in the political background and institutional affiliation of authors of articles like this in order to assess their credibility, which is entirely appropriate. So I took a page out of his book for this fellow. Turns out he's a Ukrainian political scientist from Kiev who "has been a Fulbright Scholar at Harvard's Kennedy School of Government and has lectured extensively in the United States."
