Short of a U.S. constitution Art. 1, sect. 8, congressional declaration 
of war if the country is attacked or subject to imminent war-making 
attack, whence an international law basis and U.S. constitutional basis 
for the U.S. congress to authorize a POTUS to undertake military action?
