You're right, I forgot about the "home charges", which was one of the 
tremendous burdens on India imposed by British colonialism. I was trying to 
remember something from research I did over 15 years ago on imperialism, and 
I blundered, instead of checking to make sure I remembered the work 
correctly. I should have taken the time to give a proper example.  Thanks for 
correcting this error.
