many of the bureaucrats (and a lot of black-market traders, etc.) transformed 
themselves into capitalists. It wasn't the first time that the upper classes 
won a class struggle. It also wasn't the first time that populist rhetoric (the 
quote from Yeltsin) was part of their victory.
