I'm not sure of the tack you are taking regarding the type of
"victimization", so I'll just throw this out there...

The NSA/ATT etc wiretapping lawsuit has brought to the foreground the
fact that doctors and lawyers seem to be more vunerable to the
wiretapping because the NSA and other agencies believe that the
"Terrorists" are using medical and legal terms as code for their
"nefarious plans" on the telephone.

Hence the giant information vacuum that parses the words transmitted on
phone lines seems to pick up more than it's share of doctors and lawyers
conversations and flags them for futher scrutiny.

The ACLU should have more on this.
