You mean if their home countries actually get to the World Cup,
right?  It seems to me that many countries in the world don't have
stable economy that would allow them to have large bases of sports
players (the larger the base, the higher the summit*) and support
professional athletes.

* There are exceptions --  a country may be very rich but still poor
at sports . . . like Japan!
