Even with out details I'd say it is  very unlikely. I note that press
suggested  it is "theoretically possible". I suspect that means if an
overwhelming number of votes switch. All they would have to do is
choose areas which are legitatamtely close - voila not enough  votes
gained. Of course the most likely thing to do is select areas for
recount that include some where some of the votes will go the other
way - so that by straight linear extraploation it still shows Obrador
would lose even if every vote is recounted (though of course straight
linear extraploation  would be invalid because the areas chosen are
atypical).

I  await Julio's posting to see how  close my guess is.
