Incredible, but true.

In the course of an article making fun of Congressional Democrats for
not having a unified position on the war, the New York Times reported
today that "even if the Democrats win one or both houses of Congress,
they will not have the authority to change the course of the war
significantly."

Say what?

I read the same article and also wondered what it meant.

Then, it occurred to me that maybe the NYT reporter meant to suggest
that the Democratic Party leaders will not do anything radical like
denying the President his war funds or impeaching him or things like
them. Unless Congress forces withdrawal or removes the President, it
will be still the White House rather than Congress that will determine
the conduct of the war day to day.
