I do think there's often a ruling class, but my working assumption -
which I'm not wedded to - is that we don't have a coherent one in the
U.S. right now. The old WASP elite, which both Domhoff and Mills held
to be the core of our elite/ruling class - operating through
foundations and entities like the Council on Foreign Relations - has
rotted away, and I don't think anything has taken its place.
