For some United States conservatives, placing the poor on ‘reservations’ is an option to be seriously considered. Only a decade ago, two American authors recommended the establishment of a custodial state in a much publicized book: "by custodial state, we have in mind a high-tech and more lavish version of the Indian reservation for some substantial minority of the nation’s population, while the rest of America tries to go about its business" (Herrnstein and Murray, 1994: 526).
