Doyle;
People decide such things for themselves by how the society is
organized.  If villages can't unite by other means but someone offers
them cheap cell phones which effectively give them an electric computer
hand held device, that would be the avenue of choice to connect people.
 In what sense then could one advocate them deciding for themselves?
Without communication devices that use electricity?  Or face to face
social ties?
