I don't know. I've only worked in English speaking companies.

But getting the framework in, even if you only have 2 languages, where one
is CAPITALS (or some-such) for testing makes it a lot easier later, as you
don't have to go through retrofitting.

But on the other hand, doing it now might be over engineering.
