Wouldn't it would be interesting if there were a multiplexing service
for this sort of thing? E.g. maybe a system that allows you to
subscribe to a personal mailing list of sorts in much the same way that
you can get an rss feed for a given rt query. Cue debate over push vs
pull.

Possibly, but what about pause sending a page of links to new authors on
their first upload?
And for the rest of us to stay current, maybe a low-volume mailing list
solely for notifications of various new/changed perl/cpan services?
