Feel free to pile in if you'd like, but in case it isn't clear I've already done this. 
I've not only contacted Mark but also been in contact with the manager and lawyer type 
who can say official things on this topic. If you want contact info to do your own 
follow-up, please let me know.

I'm waiting for info on how Perl can legally take advantage of ICU to create its own 
converter code. I'll post any info as soon as I get it.
