I emailed with Akio Kido from IBM Japan about this ([EMAIL PROTECTED]). He is involved 
in ICU+Linux goings on. Apparently things are still "in process". ICU is in Debian 
under the "unstable" tree ("untested" really). He has talked with Red Hat, TurboLinux, 
SuSE, and Caldera and they've all green-lighted the inclusion of ICU with its existing 
license.

Akio is involved in a Linux internationalization effort:

ICU is a required part of their "level 2" internationalization support.
