problem installing Encode module

Hi,   I am not able to compile Encode module, as one of the pre-requisites of Encode module, Text::Iconv does not compile on Windows platform. I am currently using ActiveState Perl 5.6.1, and cannot upgrade to the newer version of Perl because of project requirements.   Please let me know if there is some available ppd for installation of the said module on Windows platform.   In case there is no ppd available, kindly look into the error received and let me know if there is anything I could do to resolve the issue:     C:\Modules\Text-Iconv-1.2>perl Makefile.PL Checking if your kit is complete...
