Line 26 of Win32\TieRegistry.pm:

        use Win32API::Registry 0.12 qw( :KEY_ :HKEY_ :REG_ );

I think you CAN be sure. Win32::TieRegistry is just a higherlevel 
wrapper to Win32API::Registry.
